That in pursuance of a Resolution passed at a Public Meeting of the residents of this Colony held on the 23rd August last "Your Memorialists have the honor to address you on the subject of the Annual contribution towards the support of the Troops upon this Station, of £20,000 which has lately been demanded by Her Majesty's Government from the Revenues of this Colony
represent.
Your Memorialists would ... unanimously express the feeling that prevails amongst them, that the proposed demand is not only unjust in its nature and a tax upon the residents of Hong Kong levied for an object from which they receive no direct benefit, but ...
